Channels the air to the base of the heatsink, hence the tilted design?

Infomars are drunks, its logical this way. Such fan blows sideways, not downwards. In this configuration, the airflow will be inclined towards the gpu, THIS MAKES PERFECT SENSE. On higher rpm, there will be more turbulence making the heat transfer more effective (and maybe noise a bit more loud).

    EDIT: ^^agree with tux^^

if Nvidia inclined it, they must have good reason

As tUx mention... I believe this design has similar principle as the car turbo unit.

The capacitors are under the blower unit at the end of the card, hence, it makes more sense to tilt the blower than reduce its size (performance penalty), increase the length of the board (increased costs and fitting issues) or to raise the entire unit (which eats up another slot).

No one's drunk here, just someone who lacks common sense making that deduction.
